Caritas Philippines to create three ministries

The social action arm of the Catholic Church in the Philippines is set to form three advocacy ministries to boost programs that address the concerns of the environment and poor communities.

Bishop Jose Colin Bagaforo of Kidapawan, national director of Caritas Philippines, said his organization will focus on the ministries of good governance, justice and peace, and the environment in the next two years. 

In an interview over Radyo Veritas on June 18, the prelate said the creation of the ministries was included in the resolution drafted by the National Social Action General Assembly that was held in General Santos City last week.

The prelate said the social action network will put extra attention on the good governance program that will allow the church to participate in local governance processes and monitor the government’s actions in enforcing laws.

“The accountability and monitoring program that we will do with the social action directors is important for the Philippines and the people,” said Bishop Bagaforo.

Fr. Antonio Labiao, executive secretary of Caritas Philippines, said the social action network is also set to launch a movement that focuses on a “post-election accountability campaign.” 

The priest said the post-election initiative is part of Caritas Philippines’ core program on ‘Good Governance’ that aims “to widen the active participation of Church people in local governance for nation-building.” 

“There is a need for continuing participation of church people in principled politics for the renewal of society, which is the heart of the new evangelization,” he said. 

The program on good governance will involve the active participation and “faith-impelled” engagement of people in the local good governance process.

Fr. Labiao said the movement on good governance aims to produce and organize “Good Governance Advocates and Champions on different levels.”

“This program aims to institutionalize good governance processes starting from the Barangay level for common good,” he said. 

Caritas Philippines will present the details and design of the good governance program before the plenary of the Catholic Bishops’ Conference of the Philippines in July.
